One more barrier for dishonest waste managers2017-02-17
The additional requirements for the issuance of documents evidencing the management of product or packaging waste that came into force the day before yesterday will help to prevent possible abuse and manipulation in specifying the managed quantities of this waste.
According Dalius Krinickas, Director of the Waste Department of the Ministry of Environment, the principle of producer responsibility applied in Lithuania for more than 10 years already obligates manufacturers and importers of products and packaging to organise and finance the management of this product and packaging waste in accordance with the annual tasks set by the Government. To this end, manufacturers and importers make contracts with waste managers, and they must confirm the quantity of the managed product or packaging waste by supporting documents. Unfortunately, there are cases when false documents are provided.
Reinforced controls by the regional environmental protection departments will help to combat such abuse. Under the existing supplemented requirements for the issuance of documents evidencing the management of product and/or packaging waste, waste managers will have to provide the specified information to these departments within the set time limit.
It is noteworthy that from 2017 documents and statements evidencing the management of product and/or packaging waste are only issued by electronic means, in particular by using the Environmental Tax Control Information System.
