Applications for modernising multi-apartment houses according to a new invitation system2014-12-30
31 March 2015 will see a change in the procedure for submitting applications for modernisation of multi-apartment buildings. Applications will be received in accordance with a new invitation system. Modernisation projects (investment plans) prepared in the implementation of the State Multi-Apartment House Modernisation Programme will be submitted to the Housing Energy Efficiency Agency, an authority administrating this Programme, after the Ministry of Environment has issued an invitation for submitting such applications. Before the entry into force of the invitation system, projects will be received under the existing procedure.
The new invitation system is envisaged in the Rules on the provision of state aid for renovation (modernisation) of multi-apartment houses as revised by the Government. The amendments to these Rules were drafted by the Ministry of Environment, with account of the current modernisation situation, the capacity of the construction sector and proposals of municipalities and other authorities concerned.
Another provision of the aforementioned Rules, adopted on a proposal from the Ministry of Environment, is to extend the granting of additional state aid for modernisation of multi-apartment houses. So far the state has provided 40 per cent aid for modernising multi-apartment houses. This aid includes the statutory 15 per cent state aid and additional support of 25 per cent from the funds of the Climate Change Special Programme. The additional support is granted in case the contract for a renovation project was entered into before 31 December 2014 and the project was implemented before 1 October 2015.
After the provision of additional 25 per cent support is extended, this support will be granted to projects for which the contracts are concluded before 31 March 2015 and which will be implemented by 1 July 2016. If there are projects for the implementation of which the contracts were entered into before 31 December 2014 and which will not be completed by 1 October 2015, or if the contracts for projects drafted before 31 December 2014 are concluded after 31 March 2015 and these projects are implemented after 1 July 2016, the sum of additional state aid is reduced to 20 per cent.
Projects prepared after 1 January 2015 and implemented by 31 December 2017 will receive 20 per cent additional state aid, while projects implemented from 31 December 2017 to 31 December 2020 will be granted 15 per cent additional support.
We would like to note that on 1 January 2015 a new provision of the Law on State Aid for Renovation (Modernisation) of Multi-Apartment Houses is entering into force, which stipulates in particular that additional state aid is granted to projects prepared and implemented from the date of entry into force of this Law only if achieving at least energy performance class C of the building is planned.
