Area of responsibility of freelance environmental protection inspectors is now expanded

The regional environmental protection departments (RAAD) have been seeking to ensure better environmental protection and enhance control of violations and consequently have dedicated last several months to run trainings for freelance environmental protection inspectors. The trainings were completed by some 200 inspectors.

According to Linas Jonauskas, vice-minister of the Environment, “In order to see improved environmental protection and control of violations, these regular trainings are a must. The freelance environmental protection inspectors, by gaining practical and theoretical knowledge, becoming aware of amendments in legislation, shall improve their skills and contribute to the better environmental protection and control of violations”.

Last March, Valentinas Mazuronis, Minister of Environment, charged the Environmental Protection Agency and RAAD to run training for the freelance environmental protection inspectors. Previously, the freelance inspectors would learn all the information required by consulting their colleagues through independent search as well as by attending training run on the initiative of the RAAD. These trainings however lack both systematic and continuous approach.

In October, Mr Mazuronis, the Minister of Environment, simplified procedure for granting of powers of freelance environmental protection inspectors to the officers and members of the Parliament. To-date, officers of police, the State Border Guard Service, the State Fire and Rescue Service, the Customs, the Ministry of National Defence and the members of the Parliament are no longer required to take an examination to gain powers of a freelance environmental protection inspector; it is sufficient attend introductory training only. Officers of the State environmental protection control do not even need an introductory training. These steps seek to expand the ranks of freelance inspectors, holding legal experience and theoretical and practical knowledge, as well as to improve prevention of violations.
