LTL 8.5 mln of EU support asked for promotion of renovation of blocks of flats2009-08-11
The Housing and Urban Development Agency has applied to the Environmental Project Management Agency for funding for project Promotion of Modernisation of Blocks of Flats, Stage I. In an effort to create conditions facilitating the process of renovation of blocks of flats, it has applied for LTL 8.5 mln from the European Regional Development Fund.
Upon implementing the first stage of the project, which is scheduled to last two years, these funds would be used to train housing sector participants, develop standard projects of modernisation of blocks of flats, perform modernisation programme monitoring, carry out an opinion poll of residents and other studies.
In the course of implementation of project activities, procurement of telephone consulting services for residents has already been started. Contract documents have been prepared and a simplified procurement procedure is being launched. A free telephone line will be used to control phone call flows, provide consultations to residents on modernisation of blocks of flats. A project funding agreement is expected to be signed with the agency and implementation of activities planned for the nearest period is expected to be started in September.
The boosting of building energy efficiency is one of five parts of the Government’s Economic Stimulus Plan. In June, the Government decided to allocate over LTL 35 mln of EU structural support for 2007 – 2013 and Lithuanian national budget funds for the promotion of modernisation of blocks of flats and earmarked LTL 785 mln for the establishment of the Holding Fund. This fund will extend long-term loans to residents willing to renovate their housing on easy terms via financial intermediaries.
